Occupational Health and Safety (OHS) Policy with Examples

Operational Health and Safety (OHS) policy in Indonesia is managed in Government Regulation Number 50 of 2012. OHS policy is any form of activity that guarantees and protects workers to prevent work accidents or work-related diseases.

This means that OHS policy is made to ensure that workers are safe from the risk of accidents during work or getting ill due to working.

The objectives of OHS policy in a company based on Government Regulation Number 50 of 2012 about SMK3 are as follows:

  • Improving the effectiveness of planned, measurable, structured, and integrated occupational safety and health protection;
  • Preventing and reducing work accidents and occupational diseases by involving elements of management, workers/laborers, and/or trade unions/labor unions;
  • Creating a safe, comfortable, and efficient workplace to encourage productivity.

Moreover, the common objectives of Operational Health and Safety (OHS) policy are as follows:

1. Shielding the Workers

The first aim is to protect workers, visitors, and communities living around the operational area. This means that OHS policy is made to ensure that the working area is safe for everyone, including workers. 

2. Protecting the Workers

OHS policy is made to protect workers in any field, including mining, office work, construction, and other industries. Aside from protection, the company must pay attention to the workers’ health and ensure their work productivity. 

3. Work Protocol

OHS policy regulates work safety protocols so that all operational processes in the company must not be carried out carelessly. This is important so that accidents do not occur while working.

4. Increasing Welfare

OHS policy also aims to increase workers’ welfare, which ensures that workers have their rights and feel safe. That way, they can work well. 

5. Resource Assurance

Operational Health and Safety (OHS) policy aims to guarantee every need related to operational processes, such as manpower and natural resources. OHS policy regulates workflow to prevent accidents and operational processes, not to cause significant environmental damage.

The Examples of OHS Policy in Chandra Asri Group

The implementation of the Operational Health and Safety (OHS) policy is also carried out in the Chandra Asri Group. This energy, chemical, and infrastructure solutions company not only prioritizes the quality of their products and services but also the safety of their workers. Below are some examples of OHS policy implementation in the Chandra Asri Group:

1. Personal Protective Equipment (PPE)

Every worker in Chandra Asri Group must wear Personal Protective Equipment (PPE) when entering the plant area. Generally, there are two types of PPE, namely basic PPE and special PPE. Below is the explanation:

A. Basic PPE

Basic PPE is a work attribute that needs to be worn by employees. Some basic PPE that Chandra Asri Group employees must wear are as follows:

  • Long-sleeved shirt: Protecting the skin from physical hazards.
  • Safety goggles: Protecting the eyes from dust and hazardous substances.
  • Safety helmet: Protecting the head from impacts and sharp objects.
  • Safety shoes: Protecting the feet from impacts and chemicals.

B. Special PPE

Other than basic PPE, workers at Chandra Asri Group must wear special PPE in certain conditions needing extra protection. Some special PPE are as follows:

  • Mask: Protecting yourself when working in dusty, smoky, steamy, or toxic gas locations.
  • Earmuff: Protecting your ears when in a location with high noise.
  • Body harness: Protecting yourself when working in high places and reducing injuries when falling from high places.
  • Gloves: Protecting your hands from direct contact, especially contact with hot materials or hazardous substances.
  • Coverall: Body protection from head to toe whose material is adjusted to the type of work.

2. Emergency Response Procedure (ERP)

Chandra Asri Group also prioritizes the maintenance of factory operational reliability and emergency response procedures to mitigate the risk of work accidents.

For example, in 2024, the company temporarily shut down the factory when there was a disruption in the cooling water pipe to maintain the safety of workers and the surrounding community.

3. PAUSE

To maintain work safety, Chandra Asri Group implements PAUSE. The first “P” is Pause, meaning that employees can stop for a while if they are in doubt to prevent dangerous risks. 

Then, “A” is Assess, meaning that workers must assess the work area first before working to identify the dangerous risk existing. “U” is Understand or comprehending how to continue working safely after assessing the work area. 

“S” is Share or sharing information on how to do the work safely. Lastly, “E” is Execute or executing the work safely. 

4. Other OHS Programs

Aside from the OHS programs above, Chandra Asri Group also has several programs to ensure work safety, such as:

  • Work Observation to ensure work safety following K3L procedures.
  • Annual Refreshment Training to reduce the number of work accidents every year,
  • Adapting the Safety Best Practice and Turn-Around Maintenance (TAM) implementation system.
  • Safety Induction Training for introduction to safe work permits, height work risks, and others.
  • Behavior-Based Safety (BBS) Plus Program to report on working conditions in the factory and spread the spirit of working safely for workers in the factory and office.
  • BBS Office Program to develop a plan for transforming employee behavior from unsafe to safe conditions.
